Destiny provides a range of GIS services to the Town of Castle Rock, acting as an extension of the Town’s GIS team. Recent or active projects include updating the Town’s parcel database, providing custom programming to streamline data handling and management, migrating and updating “map book” applications, and additional programming to develop the Town’s map-enabled intranet website. Supporting these and other initiatives, Destiny works closely with the Town’s GIS staff to integrate new data, knowledge, and custom code into the Town’s GIS program, ensuring that the needed skills and understanding are in place for current use, as well as for future and independent development.

Updating the Town’s Parcel Data Base / Automating PIN Assignment
Destiny processed a back-log of 20,000 parcels, geocoding a large number of addresses, adding parcel identification numbers (PIN), loading and integrating data into the Town’s parcel database, and developing an application to automate PIN assignment. Automating the process, Destiny worked with the Town’s GIS staff to develop a strategy and naming conventions to assign a unique PIN to every parcel inside Town boundaries. The convention uses the State’s parcel numbering scheme, adding township, range, and section data, and special formatting to accommodate PIN assignment to building permits. Destiny used the new code and process, along with additional programming to automate bulk PIN assignment, saving the Town hundreds of hours compared to a manual process.

Map Book Applications / Custom Programming
The Town maintained a number of widely-used standard ‘map book’ or map tiling programs that were developed in ArcInfo AML. Working closely with the Town’s GIS staff, Destiny provided custom programming to make similar tools and capabilities available for use in ArcMap. Using developer samples and adding custom features, Destiny developed additional map book tools for the Town’s Fire and Police Departments, modifying code and output to reflect the unique specifications of each department.

ArcIMS Custom Programming and Website Development
Using ArcIMS and custom programming, Destiny developed a map-enabled intranet website providing direct access to parcel data, PINs, and other pertinent information. Using the website the Town’s staff can:

  • Select and display layers of interest
  • Zoom and pan to specific addresses or general areas
  • Look-up and locate specific streets, addresses, address ranges, and subdivisions
  • Display standardized maps
  • Incorporate additional features such as streets, zoning, Council Districts, snow and bus routes, and periodic land use change
  • Print maps using standard templates with the ability to customize legends

Making the website easy to use and understand, Destiny added on-line “Help” pages, building these into the website. In addition to installing the website and custom applications, Destiny worked closely with the Town’s GIS and IT staff to configure ArcIMS and related software on the Town’s server.
