Located in the fast-growing corridor along the Boulder-Denver Turnpike (US36), the Town of Superior recognized the benefits of GIS and wanted to outsource a phased plan for deployment.

With the primary aim of supporting infrastructure maintenance and planning, Destiny’s effort began with an evaluation of the Town’s needs in order to develop an appropriately scaled GIS implementation plan. The phased plan notes the addition of hardware, software, training, and custom programming (custom tools, menus, and interfaces), along with budget recommendations for early deployment, ongoing maintenance, and outsource support. A key recommendation was the use of data from other agencies and data-sharing agreements with the addition of infrastructure and other data converted from existing CAD files. This introduced a substantial savings.

Developing the Town’s GIS database, Destiny converted existing CAD water distribution, sanitary sewer, and storm water files while locating and adding data from recent contractors, neighboring municipalities, and the Denver Regional Council of Government (DRCOG). In addition to the Town’s infrastructure, the database contains town boundaries, land use, zoning, parcels, zip codes, hydrography (streams, lakes, wetlands), parks, trails, and detailed habitat and open space data.

Providing custom programming and consulting support, Destiny developed the Town’s GIS using ESRI’s ArcIMS. The system enables secure data access and web-mapping amongst departments, with a second phase adding a password protected sub-system for contractor use, and third phase adding an external ‘public information website’ serublic.
